A Department for Transport spokesman said: "It has taken the authors longer than expected."

Proving who is at fault in an accident can be tricky. But help is at hand from Maplinò€™s new T-eye In-Car Driving Recording System. Itò€™s a plane-style black box for a car, and footage and data from its cameras, GPS and G-sensors are stored on an SD card for later analysis. Installation is easy ò€“ itò€™s fixed to the rear view mirror or dash and powered from the 12V socket.
