It"s gradually being replaced by the V5C certificate, launched last year. However, not everyone has the new document yet - and that could mean drivers are breaking the law.

Niece Glenda Shaw said it was wrong that Percy"s life-saving safety aid should be considered as a way of making money.

Her comments come after top traffic cop Richard Brunstrom, of the Association of Chief Police Officers (ACPO), suggested fitting the road studs with solar-powered mini-cameras to clamp down on speeders.

"Percy wouldn"t have agreed with his device being used to raise money from motorists," said Glenda, of Halifax, W Yorks. "He invented cat"s eyes to help people get home safely. They no longer seem to be on the roads as a safety measure; this is all revenue driven."
