However, this was at a time when central London was inundated with roadworks and changes had been made to the phasing of several key traffic lights. Now the speeds are up to 7.4 mph as the number of cars entering the zone has dropped by 50,000 a day (38 per cent).

Halewood, the Merseyside home of Jaguar"s X-Type, has been rated by Ford as its top factory worldwide. Jaguar boss Joe Greenwell said the plant, which is due to start assembling Land Rover"s Freelander later this year, had undergone a remarkable turnaround since production of the Escort finished in 2000.
