A new consultation paper from the Department of Transport urges local authorities to explore alternative ways of educating drivers against inconsiderate and illegal parking other than automatically ticketing, clamping and removing vehicles. It goes so far as to order against setting targets for the number of tickets issued or funds raised through fines.

Garages have suffered...

Garages have suffered system crashes since the annual vehicle check-up was computerised in April 2005.

But the Vehicle Operator and Services Agency (VOSA), the Government body res÷­ponsible, is offering test stations only limited compensation, des÷­pite the extra cost involved in manually keying in lost data. Ray Holloway of the Independent Garage Asso÷­cia÷­tion said: "This is unacceptable."
