Fines for fixed-penalty offences are set to be reduced to ÷£40 and two licence points from the current blanket charge of ÷£60 and three.
However, those seriously exceeding the limit could face ÷£100 fines and six penalty points. A Department for Transport spokesman said: "This is in the current Road Safety Bill, which is going through Parliament. In it, we have the power to bring in a graduated penalty system."
The plan is supported by the RAC Foundation. "It helps make the punishment fit the crime," said a spokeswoman. However, road safety campaigners claim the scheme makes low-level speeding more acceptable.
